Professor Khanna has been working in the field of Highway and Transportation Engineering in India for over 40 years in various capacities and mainly at the University of Roorkee , Now named as IIT-Roorkee. For his contributions in this sector and also for those in the higher and technical education ,his Alma Mater, University of Roorkee , honoured him with DOCTOR OF ENGINEERING in 1994.He has received honour's Causa doctrol degree also from various other Indian universities namely Rohil Khand, Avadh, Kanpur , Lucknow, Nagarjuna and so far he has been the only Indian to be honoured with the degree of DOCTOR OF Science (Honoris Causa) by the Moscow Automobile and Highway Engineering University.
EDUCATION
Bachelor of engineering (1956),PG diploma (1958), master of engineering (1962) and doctor of philosophy (Ph.d) in engineering (1968) studied at university of Wisconisn at Madison , USA as an engineering special student for his advanced study for Doctorak Degree Research in 1964.
EXPERIENCE
Professor Khanna was Sir M. Visvesvaraya National Chair Professor (AICTE) at IIT Delhi (1996-1999). He was vice chairman, University Grants Commission, (UGC) New Delhi from 1990 to 1993. He was Secretary ,University Grants Commission , (UGC) New Delhi from 1984 to 1990. He served at the University of Roorkee , India from 1957 to 1984 in various capacities beginning as a Lecturer (1957) Professor in (1969) and head of Civil Department in 1983. During is tenure at UGC and AICTE, he contributed to teach and carry out research. He was Honorary Professor at Jawaharlal Nehru University, Jamia Milia University and University of Delhi.
He has made significant contribution in the field of Transportation, infrastructure, planning, and design including highway transportation. He has worked in the area of highway materials, pavement testing and pavement rehabilitation etc. He has published work to his credit in the area of highway materials, transport planning and management; and traffic safety with emphasis of environmental impact analysis. He has published over 245 research papers and supervised 22 doctoral (Ph.d.) theses.
While at the university, Professor Khanna organized, a large number of national and international conferences , summer schools and advanced courses for professional engineers as a key resource person. Since 1984 to 1993 he has been Advisor to the Center of Transportation Studies at the University of Roorkee and has been responsible in the timely completion of a number of projects in Highway and Transportation Engineering funded by the ministry of Surface Transport, Department of Science and Technology and Department of human resource development of Government of India.
He has received professional award and recognition from Institution of Engineers, Indian roads Congress and Khosla Research Awards. In 1989, the Indian roads, Congress gave him an Annual Award for the best research paper. He is recipient of Jawaharlal Nehru Birth Centenary Award of the Indian Science Congress. The National Foundation Of Engineers, New Delhi and the institute of Town Planners, India award him a plaque in recognition of his contributions to the Engineering profession. The Institution of Engineering (India) invited him to be member of its Council as a distinguished Engineer for two terms. He was awarded a plaque for "Distinguished Engineer" by the Institution of Engineering (India). in its annual convention in 1995, Jaipur.
The Government of India appointed him in 1995 as Chairman of Project Steering Groups (i) World Bank assisted project for Technician Education (ii)Regional Engineering Colleges-United Kingdom Project. The Government of India appointed him Chairman, Board of Governers , Indian Institute of Management, Ahmedabad for a term of 5 years (1991-1996).He served as Chairman of the Research Council of the Central Road Research Institute (CSIR National Laboratory ,New Delhi for two terms( 1996-2002).Professer Khannna was a Trustee member of Asian Institute of Technology, Bangkok nominated by Government of India.
Professer Khanna has actively participated in various International Conferences and other professional assignments in USA (1965,1977,1982);Canada (1986);UK (1980,1982); Netherlands(1982) and Bangkok(1987). He has visited a number of other countries as a member of Indian delegations constituted by the Government of India which include Tanzania(1981),Nepal (1981,1983); Cyprus(1984); USSR(1989); Brussels(1986); Finland(1987); Israel (1994); UK (1995) and Philippines (1995).
Since 1997, Professor Khanna has been involved as a Consultant / Advisor for establishment of number of Higher Education institute like IIIT and M Gwalior, IIIT's at Hyderabad ,Pondicherry,Trivendrum ,Gujrat and West Bengal.
